B4 - Belt CP - Which way should the tail rotor turn ?

This is a question that is asked many times : 

On MOST helicopters, the tail rotors should always turn UP with the leading blade into the downwash from the main rotor blades.  So on a Belt CP, when viewed from the RIGHT HAND side, the tail rotor blades rotate ANTI CLOCKWISE.

Everyone seems to have a different reason for why this should be so, but generically the tail rotor provides more control when it rotates in this way.
